Consulate General of India, Dubai has been receiving several representations from NRI seeking clarification regarding Aadhaar requirements for availing public services in India.
- UIDAI (Unique Identification Authority of India) has issued a circular dated 15.11.2017 (https://uidai.gov.in/images/UIDAI_Circular_reg_Aadhaar_as_identity_document_for_NRIs_PIOs_OCIs_17112017.pdf\) to all Ministries/Departments of Govt. of India and all State Governments/UT Administrations advising them to keep in consideration the following while seeking Aadhaar as a proof of identity:-
- a) Aadhaar as an identity document may be sought only from those who are eligible for it as per the Aadhaar Act, 2016; and
- b) Most of NRIs/PIOs/OCIs may not be eligible for Aadhaar enrolment as per Aadhaar Act, 2016.
- UIDAI has also underlined to various entities/implementing agencies that Section 7 of the Aadhaar Act inter-alia provides that “if an Aadhaar number is not assigned to an individual, the individual shall be offered alternate and viable means of identification for delivery of subsidy, benefits or service”.
